His Highness Sayyid Dr. Fahd bin Al Julanda Al Said, the Vice-Chancellor, received His Excellency Professor Lenar Safin, Rector of Kazan Federal University in the Russian Federation, and his accompanying delegation. The meeting was attended by Her Highness Sayyida Dr. Muna bint Fahd Al Said, Assistant Vice-Chancellor for International Cooperation, along with a number of the vice-chancellor’s deputies, college deans, centre directors, and officials.
The meeting discussed areas of scientific and cultural cooperation between the two sides and reviewed the joint programmes and initiatives, including the Arabic Language and Omani Culture Programme delivered over two years, and the 2025 Cultural Programme, which hosted students from SQU in June 2025. The discussions also covered the student exchange initiative, which has enabled students from Kazan Federal University to study at SQU since 2024, in addition to postgraduate study programmes between the two universities.
The two sides also reviewed the achievements of their research collaboration, which has resulted in 43 joint publications in environmental sciences and 16 publications in agricultural and marine sciences, along with the signing of the joint funding programme for research projects and the exchange of academic delegations, contributing to the enhancement of bilateral cooperation efforts.

The meeting further addressed future plans of cooperation, including the joint funding of research projects in the field of oil and gas, hosting medical students from Kazan Federal University at SQU, and commencing the admission of Kazan students to study at the University starting in 2026.
Relations between the two institutions have been strengthened through the exchange of official visits by the two rectors. His Highness the Vice-Chancellor paid an official visit to Kazan Federal University, followed by a visit by His Excellency the Rector of Kazan Federal University to SQU. The visit concluded with a tour for the distinguished guest and his delegation of the Cultural Centre, where they learnt about its facilities and initiatives.
The meeting also highlighted the upcoming conference to be hosted by SQU in April, focusing on the civilisational and developmental dimensions of Omani–Russian relations, coinciding with the 40th anniversary of diplomatic relations between the Sultanate of Oman and the Russian Federation.
